    Germany's Packaging Law: LUCID, VerpackDG and Your Registration Number

    The strictest packaging regime in the EU, explained: registration, dual-system licensing, data reporting, and the VerpackG-to-VerpackDG transition.

    Why Germany asks for a number before your products

    Germany requires every business placing packaging on the German market to register in the LUCID register, sign a licensing contract with a dual system, and report packaging data on a set cycle - and since PPWR, the German law is migrating from VerpackG to VerpackDG, with the LUCID number carrying over and the documentation obligations expanding. Our own registration number is DE3237270271866, and we treat it the way we treat a passport: it opens the door, and it has to stay valid.

    The three layers: register, license, report

    Germany's system is strict because it is layered. All three layers must be present:

    Registration (LUCID). Enter the Central Agency Packaging Register (ZSVR) and get a number. The number goes into marketplace backends and business documents.

    Licensing (dual system). Sign with a dual system company and pay per material type and tonne. No licensing contract means no recovery arrangement - which means non-compliance even with a valid LUCID number.

    Reporting. Declare placed packaging by material and weight on the reporting cycle. Fees follow the data, and so does liability if the data is wrong.

    The classic misunderstanding: registration is not compliance. It is the first of three steps, and platforms verify more than the number alone.

    VerpackG to VerpackDG: what the transition changes

    PPWR is an EU Regulation, and Germany is aligning its national law: the Packaging Act (VerpackG) becomes the Packaging Implementation Act (VerpackDG). What changes in practice:

    • Your LUCID number stays valid - no re-registration.
    • PPWR documents become a new layer - conformity assessment, technical documentation and DoC did not exist under VerpackG.
    • Enforcement sharpens - fines in the region of up to EUR 200,000 are expected under the final VerpackDG text; confirm against the published law.
    • Data gets finer - material composition and recyclability information flow into reporting.

    Plainly: the German market moves from "register, license, report" to "register, license, report, document" - four legs, and the fourth one is PPWR.

    How to use a LUCID registration number

    One detail that trips people up: the registration number is tied to the registering entity. If your number is registered under the factory and the direct-sales business runs under the same entity, reporting follows; if the entity differs, a separate registration is needed.

    What marketplaces verify

    Amazon and other platforms verify LUCID registration in the German marketplace backend. Registration missing or not matching the seller entity means listings restricted until resolved - and the resolution cycle is weeks, not hours. Sequence it before launch: confirm the number, sign the dual system, enter the number, wait for verification, then list.

    Common mistakes

    Registering but not licensing - the number exists, the recovery contract does not, and verification can still fail.

    Under-reporting data - it saves money today and becomes a retroactive liability.

    Entity mismatch - number registered under a different entity than the seller.

    Forgetting the PPWR layer - under VerpackDG, DoC and technical documentation are required; without them, packaging cannot be placed on the German market.

    FAQ

    Does the LUCID number expire?

    Registration is maintained annually; keep entity details and product categories updated, and renew licensing contracts each year. "Forgot to renew" is how coverage silently lapses.

    What data do I report, and in what unit?

    Packaging materials and weights placed on the German market, per material type in tonnes. The carton, polybag, tape and desiccant all count; summarise the register by material and report.

    Do other EU markets need their own registration?

    Yes, per member state. LUCID covers Germany only; France, Italy and others have their own registers (see Article P5).

    How do I prove the dual-system contract?

    The dual system issues licensing documentation; the LUCID system and platform verification keep records. Keep contracts and payment evidence for at least five years.

    When does VerpackDG take effect?

    Follow the final German legislative timeline; during transition, VerpackG obligations continue and the LUCID number does not change. Track the published text rather than hearsay.

    We only sell B2B and the buyer says they register. What do we give them?

    The packaging material data sheet per SKU - material type and weight - and confirm their LUCID registration in writing. Put "who registers, who reports" in the contract so it is never assumed twice.
