    EPR (Extended Producer Responsibility) means the entity that first places packaging on a member state's market pays for its collection and recycling - through registration, licensing with a recovery scheme, and data reporting. PPWR asks whether the packaging is compliant; EPR asks who pays for the waste. Two systems, one dataset. And the moment you switch from B2B export to direct-to-consumer sales, the bill that used to sit with your importer lands on your desk.

    Who is the producer under EPR

    EPR's "producer" is the entity that first makes packaging available on the territory of a member state. It overlaps with, but is not identical to, the PPWR producer:

    For a factory the practical rule is simple: B2B exports put registration on the buyer; distance sales put it on you, country by country.

    Where the money goes: three things, not one

    EPR is not a single payment:

    Registration - enter the official register of the target country (LUCID in Germany, national registers elsewhere) and obtain a registration number. Registration itself is usually free or low-cost.

    Licensing - sign with the national recovery system (in Germany, a "dual system"). You pay per material type and tonne; paper is cheap, plastic is not. This is the actual recycling fee.

    Data reporting - declare the packaging materials and weights you placed on the market, on the country's reporting cycle. Fees follow the declared data, so under-reporting saves money today and creates liability tomorrow.

    What marketplaces actually check

    Platforms such as Amazon and eBay verify EPR registration numbers in Germany and other markets. The typical sequence: register, get the number, enter it in the platform backend, wait for verification, then sell. A missing or invalid number means listings are removed or blocked - not a fine notice, a stop. That is why the registration number is the first EPR question every direct seller asks, and the last thing they want to discover is missing.

    How EPR and PPWR share one dataset

    PPWR's technical documentation lists materials and weights per packaging component; EPR reporting asks for exactly the same dimensions. The same packaging register - SKU, component, material type, weight, supplier - feeds both systems. Record it once, summarise it by country when you report, and the two regimes stop being two workflows and become one spreadsheet with two outputs.

    FAQ

    I export FOB. Do I need to register for EPR?

    Usually not - the obligation belongs to whoever first places the packaging on the market, which is the importer in a B2B sale. But confirm who is registering before every shipment, and record it in the contract. "We assumed the other side did it" is a container-sized mistake.

    Can one registration number serve several countries?

    No. Registration numbers are tied to the registering entity and the member state. Different companies and different countries each register separately.

    What happens if I miss a data report?

    Germany and other markets can retroactively assess, fine and coordinate with platforms. Missing one cycle costs more than the report itself. Report on time; the calendar is cheaper than the surprise.

    Where do the packaging data come from?

    From the packaging register: material type and weight per component. The material declarations from your suppliers contain the composition; the weight is weighed once and recorded.

    Do France and Italy each require registration?

    Yes, EPR is per member state. Selling direct into several countries means registering in each, or using a compliance service that covers multiple markets. In B2B, registration belongs to the importer in each country.

    Is EPR the same as the Green Dot?

    No. The Green Dot is a historical label in some countries; EPR is the registration-licensing-reporting system. A label is not a registration number, and the number is what platforms and authorities check.
