Five rulebooks, one spreadsheet
The EU regulates packaging through PPWR (product conformity) plus national EPR (recycling responsibility); the UK regulates it through pEPR reporting plus the Plastic Packaging Tax; Northern Ireland follows EU rules - and every one of these systems wants the same two numbers: material type and weight. That is the whole trick. If your packaging register records those two numbers per component, one dataset feeds every regime you will ever meet.

Why the UK has no PPWR but does have a tax
The UK left the EU and skipped the packaging Regulation, then built its own regime with a more direct cost mechanism:
- pEPR (extended producer responsibility for packaging): obligated businesses report packaging data; fees follow. The data dimensions mirror EPR.
- Plastic Packaging Tax (PPT): from 1 April 2026, GBP 228.82 per tonne on plastic packaging containing less than 30% recycled plastic. Registration kicks in at 10 tonnes or more of in-scope plastic packaging over 12 months. Cartons are not taxed; polybags are.
For exporters the effect is simple: a B2B sale to a UK importer puts reporting on the importer and you supply the data. Sell direct to the UK and pEPR and PPT obligations can land on you - price them into the quote before the first order, not after the first letter from HMRC.
Northern Ireland: the exception that keeps appearing
Northern Ireland follows EU rules for packaging: PPWR, GPSR and EPR apply there even though the rest of the UK runs its own regime. When a destination says "Northern Ireland", prepare EU files; when it says "Great Britain", prepare UK data. The distinction costs one line in the order confirmation and saves a customs-sized headache later.
How one register feeds every line
A packaging register modelled as SKU -> component -> material type -> weight -> supplier -> evidence status exports directly into every system:
Add a "placing country" column and the same register summarises per market. That is what "one dataset for every market" means in practice: record once, report by country.
The three cost lines that belong in every quote
PPWR documentation - test reports, archiving and the signed DoC. Done internally, this is mostly time.
EPR / PPT costs - German dual-system fees, UK plastic tax where applicable; per tonne, plastic costs more than paper.
Compliance services - multi-country direct sales need per-country registration, usually via a service provider; in B2B, this cost sits with the importer.

FAQ
A UK customer asks for PPWR files. What do I send?
The equivalent evidence: packaging material data plus test reports. The UK has no PPWR DoC requirement, but the importer needs the same data for pEPR and PPT determination. Send the data sheet, not the EU DoC - it is the professional answer.
Who pays the Plastic Packaging Tax?
The entity importing or manufacturing in-scope plastic packaging in the UK, at 10+ tonnes over 12 months. In B2B exports that is normally the UK importer; in direct sales it can be you.
Same packaging to Germany and the UK: two files or one?
One dataset, two dossiers. Germany gets the PPWR DoC plus LUCID reporting; the UK gets pEPR data plus PPT determination. The shared evidence - test reports, declarations - is the same set, filed under different covers.
Can Great Britain and Northern Ireland ship together?
Separate the paperwork by destination: Northern Ireland follows EU rules (PPWR), Great Britain follows UK rules. Customs and market surveillance judge by destination, so prepare accordingly.
How do I choose a multi-country compliance service?
Look for coverage of registration, reporting and PPWR documentation; ask whether pricing is per country or flat; check response times. The cheap quote that does not cover reporting is not cheaper.
When should I start preparing for the UK?
Before the first shipment. PPT registration, pEPR data and CE files for electric models all need lead time. UK customs will not ask for packaging files at the border - but market surveillance and platforms will.
