Why a Factory in Ji'an Holds a German Registration

A Chinese luggage factory with a German packaging registration looks odd at first glance. It isn't. The German Packaging Act (Verpackungsgesetz — VerpackG) requires anyone who places packaging filled with goods on the German market to be registered in the LUCID register — and that includes foreign sellers shipping directly to German customers.

That's why our legal entity, Jiangxi Chengleke Leather Co., Ltd, is registered with the Central Agency Packaging Register (ZSVR) under number DE3237270271866 since March 19, 2025, covering sales, outer, shipping and service packaging. The certificate proves CLK's own producer registration for the German market — and it explains why buyers selling into Germany need to check their own registration obligations too.

Why a Chinese Factory Registers in Germany

Germany was the first country to make packaging producers pay for the collection and recycling of their packaging — extended producer responsibility (EPR). Under VerpackG, every "producer" — the party that first places filled packaging on the German market — must register before selling.

When CLK ships packaging-filled goods directly into Germany, CLK is that party. Hence the registration. For a buyer who imports the goods and places them on the German market, the obligation may sit with the buyer instead. The article on who must register (I4) explains the split in full.

What the Registration Covers

Four packaging types, listed in the annex:

Sales packaging — the packaging the customer sees and takes home.
Outer packaging — the carton or wrap around the sales packaging.
Shipping packaging — the carton used for delivery, including e-commerce parcels.
Service packaging — packaging used at the point of sale or delivery.

The scope is defined by what typically ends up in private households. That's why e-commerce shipping cartons sit squarely inside it.

What the Registration Does NOT Mean

Honest boundaries, because this document gets over-read all the time:

Registration is not licensing for your own sales. A buyer selling CLK products in Germany has its own obligations to assess — registration and system participation follow whoever places the packaging on the German market.
Registration is not the whole VerpackG. The producer must also participate in a dual system (or industry solution) and report data (Article I5).
It is not a certificate of product quality. It's an environmental compliance registration for packaging, not a product safety certificate.
It must be kept current. Changes in company data or packaging must be reported immediately; the German version of the notice is binding.

I'll be blunt: a supplier waving this document as proof their products are "certified" is misreading it. It proves packaging compliance, nothing more — and that's still a lot.
