It happened at a check-in counter, and the traveler's face went through the whole journey in ten seconds: confusion, then realization, then defeat. The agent pointed at the smart suitcase and said the battery wasn't removable. The bag wasn't going anywhere. I've watched this scene more than once, and it never stops being uncomfortable.
That's the reality of smart luggage: it's a regulated electronic device that also has to survive baggage handling. A USB charging case, Bluetooth tracker, or electronic scale brings three extra compliance layers that a plain suitcase never touches — lithium battery transport testing under UN 38.3, battery safety standards for use, and radio and electrical approvals for the destination market. On top of that, airlines have their own rules about how the battery can travel. This guide explains each layer and which documents a buyer should collect.
Why Smart Luggage Is Different
The shell and the electronics are different compliance questions. Ordinary luggage is about materials, safety regulations, and performance testing. Add one USB port or one Bluetooth module, and the product becomes an electronic device — with battery, radio, and electrical requirements checked separately from the case.
Here's the discipline that saves everyone pain: any "smart luggage certified" claim should be unpacked into case certified for X, electronics certified for Y, battery certified for Z. Never accept a single vague statement in place of that breakdown.
Lithium Batteries
The battery has two separate compliance questions: transport and use.
- Transport: lithium cells and batteries must pass UN 38.3 testing before shipment by air, sea, rail, or road.
- In use: battery safety standards such as IEC 62133 apply in the EU, with UL 2054 or UL 2056 in the US and Canada.
Both are usually needed, and both produce separate documents. If a supplier offers you "battery compliance" without saying which one, keep asking.
USB Charging
USB charging adds power electronics and a battery management function. The charging circuitry is an electrical component with its own requirements — RoHS in the EU, safety certification often requested by US retailers, and electrical rules in other markets. Ask how the USB module is covered: component documentation, product testing, or both.
Bluetooth
Bluetooth makes the suitcase a radio device. In the EU, Bluetooth luggage falls under the Radio Equipment Directive (RED) with CE marking, EMC, and — since 1 August 2025 — cybersecurity requirements for internet-connected radio equipment. In the US, Bluetooth needs FCC authorization under Part 15, in practice an FCC ID from testing at an FCC-recognized laboratory.
GPS
GPS trackers add radio electronics and, in some markets, location-specific rules. The radio module needs the same type of approval as Bluetooth, and tracking functions can raise privacy and data questions depending on the market. Confirm the module's approvals before integration — a tracker is the worst possible component to discover late.
Electronic Scales
An electronic scale is an electrical device with load sensors and a display. It needs electrical compliance, and its accuracy claims can face market-specific rules. Component documentation and product-level testing are the practical evidence buyers collect.
Airline Requirements
Airline rules are separate from product certification — and they're the ones that stop bags at the counter. Since January 2018, major airlines have required smart luggage lithium batteries to be removable. Bags with non-removable batteries are refused as checked or carry-on baggage.
When a bag is checked, the battery must be removed and carried in the cabin. Spare batteries and power banks travel in carry-on only, within capacity limits: 100 Wh, or 160 Wh with airline approval. A removable-battery design is therefore a market requirement in practice, not just a nice feature.

UN 38.3 testing covers eight tests: altitude simulation, thermal cycling, vibration, shock, external short circuit, impact and crush, overcharge, and forced discharge.
The output is a UN 38.3 test report and Test Summary. Carriers and freight forwarders ask for it before accepting a shipment, and a battery without it can stop the product from moving at all. Note what this is: a transport compliance question, distinct from battery safety certification for use. Don't let anyone merge them.
