Most luggage compliance content is written to sound reassuring. This page is written to be checked. Every instrument below carries its official identifier and its official date, linked to the primary source, so you can verify each line before you rely on it — and so you can hand the table to a factory, a lab or a customs broker and argue from the same document.
One rule shaped this page: where an official source could not be found for a claim, the cell says so. A page that marks its own gaps is more useful than one that fills them with confident guesses.

Published openly, because a reference document is only worth the gaps it admits:
- No ASTM standard specific to luggage was found on ASTM's own catalogue. Only component-level standards (zippers, fabrics) were confirmed.
- SASO scope for ordinary suitcases — the technical regulation text defining scope was not retrievable; the mandatory application dates circulating in industry articles are second-hand.
- UAE ECAS scope for luggage — MOIAT's official product list did not return results for this query.
- The specific differences between UK REACH and EU REACH (registration tonnage bands, data-sharing rules) — no official comparison page was located. The existence of the separate GB regime is confirmed; its detailed divergences are not set out here.
- The application date of the removability duties under the EU Battery Regulation was not confirmed from the legal text, so no date is quoted.
What to ask your factory for, market by market
- EU: material declaration and SVHC test report referencing the current candidate list; a risk assessment and technical file for GPSR; the identity of the EU responsible person; packaging data for PPWR.
- US: Proposition 65 assessment or warning text where applicable; component test reports (for example ASTM D2061 for zippers); a Children's Product Certificate only if the item is genuinely a children's product.
- UK: confirmation that the product is outside the sector-specific marking requirements; a separate GB chemicals position.
- Middle East: the SASO technical regulation that applies to your category, and a conformity body's written view on ECAS scope — in writing, before the order.
