There Is No GPSR Certificate — Don't Let Anyone Sell You One

An EU buyer called me last winter, excited: "Good news — the supplier found a GPSR certificate for us!"

I had to break it to them gently. There is no such thing as a "GPSR certificate." GPSR is a regulation, not a certification scheme, and anyone selling you a certificate for it is selling you a souvenir.

What GPSR actually demands is less glamorous and more expensive: a safe product, traceability, a risk assessment, technical documentation, and an EU economic operator the authorities can actually reach.

What Is GPSR?

The General Product Safety Regulation (GPSR, Regulation (EU) 2023/988) is the EU's framework for consumer product safety. It has applied since 13 December 2024 and replaced the old General Product Safety Directive.

GPSR sets obligations on manufacturers, importers, distributors, authorised representatives and online marketplaces. Its core idea is simple: only safe products may be placed on the EU market, and the people placing them must be able to prove safety and traceability. Simple to say. Heavier in practice.

Does GPSR Apply to Luggage?

Yes. GPSR applies to consumer products, and a suitcase sold to consumers is a consumer product. That includes hard-shell and soft luggage, children's luggage and smart luggage. It applies whether you sell through retailers, distributors or online marketplaces.

One important limit: GPSR does not set luggage-specific test methods. It requires the product to be safe and the economic operators to be able to demonstrate it. The how is up to you and your technical file.

What GPSR Requires in Practice

Product safety — the product must be safe under normal and reasonably foreseeable use
Risk assessment — an internal risk assessment before the product is placed on the market
Technical documentation — a technical file demonstrating safety, kept for ten years
Traceability — the product, batch or lot must be identifiable
Manufacturer information — name and address on the product or packaging
Importer information — name and address where products come from outside the EU
EU economic operator — a manufacturer, importer or authorised representative contactable by authorities
Corrective actions and recalls — procedures and cooperation with authorities
Online information — distance sellers and marketplaces must show manufacturer and importer details

Read that list again. Almost none of it is a test you can pay a lab for. It's a system you build and keep.

GPSR vs. CE

They are different systems. CE marking declares conformity with specific EU directives that apply to a product — for example radio equipment in smart luggage. GPSR is a general safety requirement that applies regardless of whether any directive applies.

A plain suitcase needs neither CE nor a certificate, but it still needs GPSR compliance. A Bluetooth suitcase needs CE for the radio feature and GPSR compliance for the product as a whole. Separate systems, same product, both mandatory.

GPSR vs. REACH

They answer different questions. REACH is the EU chemicals regulation, covering substances in materials. GPSR is the general safety regulation, covering the product as a whole. Both apply to luggage at the same time.

REACH asks what is in the materials. GPSR asks whether the product is safe and demonstrably so. A REACH statement does not satisfy GPSR, and GPSR does not replace REACH. Keep both files, in the same folder, clearly labeled.

Start before you list the product, not after the first market-surveillance request. Market surveillance authorities can ask for the technical file at any time — and "at any time" includes Tuesday morning, before your coffee.
