What GPSR Actually Is: The General Product Safety Regulation Explained

    The direct answer

GPSR - Regulation (EU) 2023/988 - is the EU's horizontal safety law for all consumer products, replacing the 2001 General Product Safety Directive and applying since December 13, 2024. Where sector rules like EMC, RoHS or REACH govern specific aspects, GPSR is the net underneath: it requires that only safe products reach consumers, that products are traceable to an EU economic operator, and that safety problems are reported and acted on. For luggage, GPSR is the framework that ties the certificate folder to a real responsibility for consumer safety.

    What changed

    Scope

    Consumer products

All consumer products, including online sales

    Economic operators

Clear obligations for manufacturers, importers, authorized reps and fulfilment providers

    Online marketplaces

    Limited coverage

    Direct obligations on marketplace providers

Manufacturer and EU economic operator details on products and listings

The shift from directive to regulation matters: regulations apply directly across all member states without national transposition, which is why the rules look the same in every EU country.

    The core obligations

GPSR rests on four pillars that affect every seller:

    1. Only safe products - a product must be safe in normal and reasonably foreseeable use, judged by its characteristics, packaging, instructions and impact on consumers.
    2. Traceability - products must carry manufacturer identification, and there must be an EU economic operator reachable by authorities.
    3. Documentation - manufacturers must keep technical documentation and risk assessment information.
    4. Action on safety - corrective measures, recalls and reporting through the EU Safety Gate when problems arise.

    Where the other certificates fit

GPSR is the umbrella; the technical standards are the evidence under it:

    • EMC, RoHS and REACH reports show specific regulatory compliance (our E, F and G series).
    • The EC REP certificate shows the EU economic operator behind the products (this series).
    • CE documents and the technical file form the documentation pillar.

A product can have perfect test reports and still fail GPSR if it is unsafe in use, untraceable or unrepresented in the EU - which is why the folder is more than a stack of certificates.

Factory data: When we assemble a product folder for the EU, GPSR is the frame we put around the certificates: technical documentation, traceability, the authorized representative, and the safety assessment. The test reports prove the standards; the GPSR frame proves the responsibility - and both are required.

    FAQ

    What is GPSR?

The General Product Safety Regulation (EU) 2023/988 - the EU's horizontal safety law for consumer products, applying since December 13, 2024.

    Does GPSR apply to luggage?

Yes - it applies to all consumer products not covered by equivalent sector-specific legislation, and luggage is squarely in scope.

    What changed in December 2024?

The 2001 directive became a directly applicable regulation, with stronger obligations on economic operators, online marketplaces and product information.

    Is GPSR a test standard?

No - it is a safety framework. Technical standards like EMC, RoHS and REACH provide the evidence; GPSR defines the responsibility.

    Who must comply with GPSR?

Every economic operator placing consumer products on the EU market: manufacturers, importers, authorized representatives, fulfilment providers and online marketplaces.

How does GPSR relate to the EC REP certificate?

GPSR requires an EU economic operator behind non-EU manufacturers' products; the EC REP certificate is the document proving the authorized-representative route.
