Here's why: a product can have perfect test reports and still fail the General Product Safety Regulation if it's unsafe in use, untraceable, or unrepresented in the EU. The tests prove the standards. GPSR proves the responsibility. You need both.
GPSR — Regulation (EU) 2023/988 — is the EU's horizontal safety law for all consumer products. It replaced the 2001 General Product Safety Directive and has applied since December 13, 2024. Where sector rules like EMC, RoHS or REACH govern specific aspects, GPSR is the net underneath: only safe products reach consumers, products are traceable to an EU economic operator, and safety problems get reported and acted on.

The shift from directive to regulation matters: regulations apply directly across all member states without national transposition, which is why the rules look the same in every EU country.
The Core Obligations
GPSR rests on four pillars that affect every seller:
- Only safe products — a product must be safe in normal and reasonably foreseeable use, judged by its characteristics, packaging, instructions and impact on consumers.
- Traceability — products must carry manufacturer identification, and there must be an EU economic operator reachable by authorities.
- Documentation — manufacturers must keep technical documentation and risk assessment information.
- Action on safety — corrective measures, recalls and reporting through the EU Safety Gate when problems arise.
Where the Other Certificates Fit
GPSR is the umbrella; the technical standards are the evidence under it:
- EMC, RoHS and REACH reports show specific regulatory compliance (our E, F and G series).
- The EC REP certificate shows the EU economic operator behind the products (this series).
- CE documents and the technical file form the documentation pillar.
