I get forwarded emails like that a few times a year. And every time, the same answer: ordinary luggage does not require CE marking. There is no EU directive that makes a standard suitcase carry CE.

If a supplier says "all luggage needs CE," treat that as a red flag, not a compliance answer.

What CE Marking Actually Is

CE marking is the manufacturer's declaration that a product meets the requirements of the EU directives that apply to it. It is not a quality mark and not a government certificate.

It's a legal marking backed by technical documentation, and it applies only where a directive covers the product. Different directives cover different products — radio equipment, toys, electrical equipment, machinery and so on. There is no directive called "luggage."

Does Ordinary Luggage Need CE?

No. A standard suitcase is not covered by a directive that requires CE. There is no "CE for luggage" category.

A factory or trading company offering a "CE certificate for luggage" is usually offering a document that has no legal basis for a plain suitcase. You're not buying compliance. You're buying a piece of paper.

When Could CE Become Relevant?

CE becomes relevant when a specific feature of the product falls under a directive:

Bluetooth or Wi-Fi in smart luggage — Radio Equipment Directive (2014/53/EU)
Electronics that charge or convert power — EMC and, where relevant, Low Voltage considerations
A children's product that functions as a toy — the Toy Safety Directive can apply

In each case, the marking follows the feature, not the luggage category. The same suitcase can be CE-marked for its radio module and still have no CE basis for the shell. We build smart luggage with this split in mind — the electronics folder and the shell folder are two different stories.

CE vs. GPSR

CE and GPSR are different systems that coexist. GPSR (Regulation (EU) 2023/988) is the general product safety regulation and applies to virtually all consumer products. CE applies only where a directive covers the product.

So: a plain suitcase needs GPSR compliance but no CE. A Bluetooth suitcase needs CE for the radio feature and GPSR compliance for the product as a whole. Both boxes, both systems, one product.

CE vs. Test Report

CE is a declaration; a test report is evidence. The manufacturer declares conformity and keeps a technical file, including test reports against the applicable standards.

The report proves the product performed. The CE marking declares that the applicable directives are met. A test report alone is not CE marking, and CE marking without supporting reports is not meaningful. The two belong together, in that order.

Be cautious with any supplier claiming blanket CE for luggage.

If the answer to "which directive applies to my product?" is a shrug, walk away. The people who sell blanket CE for luggage are the people who don't know what CE is.
