Who runs CCC
The system is administered by CNCA - the Certification and Accreditation Administration of the People's Republic of China - which defines the product categories, the implementation rules and the accredited certification bodies. The certificate number, the issuing body and the validity are all checkable on the CNCA website. That public verification is exactly what makes CCC documents hard to fake and easy to audit.
How CCC works

- The applicant tests - samples are tested to the applicable GB (national) standards at accredited laboratories.
- The certification body issues - the certificate names the product, the standards, and the applicant, manufacturer and factory.

Where the battery fits
China brought lithium-ion batteries and battery packs for portable electronic products into the CCC scheme, and the implementation rule for that category is the one cited on our certificate: CNCA-C09-02:2025. Under that rule, the battery is tested to:
- GB 31241-2022 - lithium battery safety (cells and packs for portable electronics).
- GB 4943.1-2022 - safety of the power source as electrical equipment.
For electric luggage sold in China, the certified battery is a mandatory building block - which is why the 8838 program carries the power source's CCC certificate in its documentation.

Each scheme is independent. A battery with a CCC certificate is not automatically CE or UL certified - and vice versa. Export programs assemble a per-market folder, exactly as our other certification articles describe.
Factory data: When buyers see a CCC certificate in our electric luggage folder, the first question is usually "does this mean the whole product is CCC certified?" The honest answer is no - the certificate covers the power source, and that is already an important piece.
