Your Suitcase Doesn't Need UKCA. Most Buyers Don't Believe Me.

A UK buyer once asked me for a UKCA certificate for a standard hardshell suitcase. I told him he didn't need one. He checked with his compliance consultant. The consultant said the same thing — and I'd rather tell a buyer "no" and lose a small argument than watch them chase a marking that has nothing to do with their product.

Ordinary luggage does not need UKCA marking. UKCA applies only to products covered by specific UK legislation that mirrors the old CE-marking sectors — and a suitcase is not one of them. What does apply to every luggage product is the UK's product safety framework, traceability and, for materials, UK REACH. The UK importer carries the obligations.

UKCA: When It Applies

UKCA (UK Conformity Assessed) is the UK's marking for products covered by specific UK legislation. It exists for the sectors that previously used CE, such as radio equipment, electrical products and toys. Ordinary luggage is not one of those sectors, so a standard suitcase does not carry UKCA. The UK government continues to recognise CE marking for most goods placed on the Great Britain market.

UKCA becomes relevant the same way CE does — through a product feature:

Smart luggage with Bluetooth or Wi-Fi — radio equipment legislation
Electrical products — electrical safety rules where they apply
Children's products that function as toys — toy safety legislation

In each case, the marking follows the feature, not the luggage category. Confirm the current rules for your product type before shipping.

UK REACH: The Separate Regime

UK REACH is the UK's separate chemicals regulation. It runs parallel to EU REACH with its own obligations and its own candidate list of substances of very high concern — 224 SVHCs after the June 2026 update. UK REACH requires companies to manage chemical risks and to communicate information on SVHCs in articles above 0.1% by weight.

For luggage, the same materials deserve attention as in the EU: PVC and PU, coatings and dyes, adhesives, textiles and metal parts. EU REACH documentation is a useful starting point, but UK buyers and authorities expect UK REACH answers.

UK Product Safety

The General Product Safety Regulations 2005 currently apply in Great Britain. Products must be safe under normal and reasonably foreseeable use, and producers and distributors have information, traceability and cooperation duties. The Product Regulation and Metrology Act 2025 received Royal Assent in July 2025 and will phase in a modernized framework — check current guidance before shipping.

Importer Responsibilities

The UK importer carries the legal obligations in the UK market. Even when the factory is in China, the UK importer must verify the product is safe, keep the documentation, ensure traceability and act if the product is unsafe. A factory certificate does not transfer these duties. Agree on the documentation split with the supplier before ordering.

Market Surveillance
