Product Registration
The first step for a regulated product is registration on SABER.
The manufacturer or importer registers the product type and links it to the conformity documentation. Registration happens once per product type, but the certificates linked to it are managed through the platform.
Conformity Assessment
Conformity assessment means proving the product meets the applicable technical regulation.
Depending on the category, this involves testing at an accredited laboratory, a conformity certificate from a notified body or an approved certification body, and technical documentation. The assessment route is defined by the technical regulation for your product category.
Shipment Documentation
Each consignment of a regulated product needs a Shipment Certificate (SCoC).
The SCoC is issued through SABER for the specific shipment, based on the valid PCoC. Customs in Saudi Arabia checks the SCoC when clearing the goods. Without it, a regulated consignment can be held.
Importer Responsibilities
The Saudi importer is central to the process.
For regulated products, the importer of record registers on SABER and holds the certificates. The exporter and factory supply the conformity evidence; the importer manages the platform-side paperwork. Confirm this split with your importer before production, not at customs.
