    16 CFR Part 1610 is the US flammability standard for clothing textiles, and it applies to luggage when fabric parts behave like apparel textiles - the test measures how fast a flame travels across the fabric, and Class 1 (normal flammability) is the passing grade. There is also a weight rule most people miss: fabrics weighing 2.6 oz/yd² (88.2 g/m²) or more can be exempt from testing entirely. In our Model 8404 report, the mint-green fabric pouch weighed 117.4 g/m², so it qualified for that exemption, while the other textile components burned "IBE" (ignite but extinguished) and passed as Class 1.

    Why flammability testing exists

    The rule dates back to the 1950s, when certain brushed and raised fabrics burned fast enough to injure people. Today it exists to keep fast-burning textiles out of clothing - and by extension, out of the fabric parts of products like luggage that sit close to the body. A suitcase shell will not burn like a sweater, but its straps, pouches, mesh and lining can, which is why the textile components are what get tested.

    For plain-surface fabrics, the cutoff is 3.5 seconds: a specimen that takes 3.5 seconds or longer to burn is Class 1. For raised-surface fabrics, the rules are more complex and depend on whether the base fabric burns.

    The exemption rule that matters

    Under 16 CFR 1610.1(d)(1), fabrics weighing at least 2.6 oz/yd² (88.2 g/m²) can be exempted from the flammability test. Heavier fabrics burn slowly enough that the testing burden is not justified - and the exemption is a legitimate engineering outcome, not a loophole.

    This is the detail that made our own report interesting. The mint-green fabric pouch on Model 8404 weighed 117.4 g/m² - above the 88.2 g/m² threshold - so the lab exempted it from testing under the weight rule. It is a small example of why reading a report line by line matters: a component can be "not tested" and still be perfectly compliant, because the rule itself says it does not need testing.

    How the test actually runs

    The lab cuts specimens in two directions - warp (along the fabric) and weft (across it) - because fabric burns differently in each direction. Each specimen is mounted in a frame, ignited with a controlled flame (our report notes butane), and the burning time is measured. The result is recorded per specimen and averaged.

    In our report, every tested specimen recorded IBE - Ignite But Extinguished - meaning the fabric caught the flame, burned briefly, and went out on its own. That is the behaviour you want: no sustained flame spread, Class 1, pass.

    Factory data: When we briefed the lab for Model 8404, we asked them to test every textile component separately - the braided strap, the mesh fabric, the edge strip and the pouch - instead of testing "one fabric sample." A suitcase contains several different textiles, and a report that tests one of them tells you almost nothing about the others.

    What buyers should check in a flammability result

    1. Which components were tested - the report should name them, not say "fabric."
    2. Warp and weft results - both directions, not just one.
    3. The class - Class 1 is the clean pass; Class 2 needs context; Class 3 is a fail.
    4. Exemptions - if a component is exempt, the weight that justifies it should be stated.
    5. The standard version - flammability rules get updated; the report should cite the current 16 CFR 1610.

    Industry need: who asks for this

    Flammability data matters most when your product has significant textile surface area and when your customer is a retailer, an importer or a marketplace that requires children's product documentation. It is one line inside a CPC, but it is the line that protects you from the worst kind of defect - a product that is unsafe in the most direct way.

    FAQ

    Does 16 CFR 1610 apply to hard-shell luggage?

    The shell itself is not a textile, so the standard applies to the textile components - straps, pouches, mesh, lining and fabric panels. A fabric-covered case is assessed on its textile parts.

    What does IBE mean in a flammability report?

    Ignite But Extinguished - the specimen caught fire but went out on its own without sustained burning. That is the normal, passing behaviour for Class 1 textiles.

    Can heavy fabric skip flammability testing?

    Yes - fabrics weighing 2.6 oz/yd² (88.2 g/m²) or more are exempt under 16 CFR 1610.1(d)(1). The exemption is based on weight and is a legitimate part of the standard.

    Is Class 2 a pass or a fail?

    Class 2 is intermediate flammability. It is acceptable for some raised-surface fabrics, but it is not the clean "normal flammability" answer that Class 1 gives you. For a children's product program, push for Class 1.

    Do I need this test for EU sales?

    No - 16 CFR 1610 is a US rule. The EU uses its own flammability framework and EN standards. A US report does not cover your EU obligations, which is why the market always comes before the certificate.

    How do I ask a factory for flammability coverage?

    Ask for the test report and confirm the textile components are listed individually, with warp and weft results and the class. If the factory cannot produce that, the "we have flammability testing" claim is probably a photo of someone else's certificate.
