    Do I Need a CPC to Sell Luggage on Amazon or Walmart?

Age grading decides the obligations, which is why it comes before the certificate, not after.

    The platform question

    Amazon requires a Children's Product Certificate for products it classifies as children's products, and its compliance team asks for the test report behind the certificate. Walmart and other major retailers run similar documentation checks through their supplier compliance programs. The practical rule: if a listing describes or is categorized as a children's product, the documentation request will come.

    What platforms actually ask for:

    1. A CPC in the required format, issued by the manufacturer or importer.
    2. The test report backing the CPC, from a CPSC-accepted laboratory.
    3. Product and model information matching the listing.
    4. The age grading that justifies the classification.

    The customs question

    US Customs and Border Protection does not routinely demand a CPC at the border the way it checks duties and restricted goods. But the Consumer Product Safety Commission works with CBP on import surveillance, and a children's product that turns up non-compliant during inspection becomes an expensive problem. The documentation is your evidence when the question comes - and the question comes far more often when the product is labeled as a children's product.

    One common misunderstanding: a buyer uploads only a test report and the platform rejects it because the certificate is missing. Another: a buyer uploads only a CPC and the platform asks for the report behind it. You need both, and the CPC must reference the report.

    Who issues the CPC - the responsibility chain

    This is where foreign buyers get stuck. Under CPSIA, the certificate is issued by the domestic manufacturer or the U.S. importer. A factory in China does not sit in that chain; it supplies the evidence and the factory-side information.

    The practical flow for an OEM program:

    1. The factory tests the product at a CPSC-accepted lab and issues the test report.
    2. The factory provides the product identification, production date and place, and records contact.
    3. The U.S. importer or brand issues the CPC in its own name, citing the report number and the applicable regulations.

    Factory data: When an American buyer asks us "can you give me a CPC?", the honest answer is: we give you the report, the product data and the records contact, and we walk you through the CPC format so your brand can issue it correctly. A factory that hands you a pre-filled CPC with a made-up importer name is not doing you a favor - it is creating a document that will not survive a compliance review.

    How to get your documentation ready

    1. Decide the age grading first - children's product or general use (Article D9).
    2. Ask the factory for its existing report - your product may already be covered by a current report.
    3. Confirm the model and materials match - a report for a different model does not cover your SKU.
    4. Check the lab - CPSC-accepted, verifiable ID.
    5. Issue or obtain the CPC - completed by the importer or domestic manufacturer.
    6. Keep records - production dates, batch data and test records must be maintained and retrievable.

    Does Amazon require a CPC for every luggage listing?
